Research Security Training: PAF
Starting October 1, completion of the PEERRS Research Security Training module is required for PI & Project Teams (in pre-submission proposals/PAFs) before the proposal can be submitted to a sponsor by ORSP. In support of these requirements,
A PAF warning message will display under the Status Map when one or more investigators have not completed the Research Security Training course (or if it’s expired), and on the “Route for Approval” activity as applicable:
RISK: Not all investigators have completed the required PEERRS for submission (see Contacts tab for details).The PAF will be returned as incomplete until all investigators have completed this training.
- On the Contacts tab in the “PEERRS Info” section will indicate which investigators need to complete the module.
- PAF records will be updated on the same hourly schedule as Awards/Modifications to indicate completion.
Ironclad Contract Lifecycle Management
PAF, UFA, AWD Updates
- Added a Workflow Owner column to the Ironclad display table on the eRPM record to provide insight to project teams and others about who is negotiating their agreement in ORSP, as it may be a different person than the Project Representative who is listed on the record.
- Changed the “Friendly Ironclad ID” label to CLM ID.
- Removed the last “Related eRPM Projects” column, as it is the same ID on which the IC record was created.
PAF
- Updated the workflow for pre-proposals that are going to be submitted by the project team to prevent them from getting stuck and being unable to finalize documents. PRE-PAFs will move to the state of "Awaiting Final Proposal" like other PAFs, if they are not finalized.
- Added the following question to the PAF Summary
- Q.1.4.1* Is ORSP required to sign the pre-proposal?
For Central Offices
Conflict of Interest
PAF
Enhanced the Regental Action Request (RAR) functionality to transition RAR-related work handled by ORSP to the COI Office.
- Updated the Draft Regental Action Request form to allow COI staff to easily pull the information for inclusion on a future Regents agenda.
- Display proposal type/class code, including “Other Sponsored Activity” and “Clinical Trial”.
- Moved the Regental Approval Required workspace messages to the left-hand corner of the PAF.
- Added the Log RAR COI activity in the Recent Activity lister (only visible to COI and/or central offices), and updated the associated activity email notification.
Sponsored Program/Office of Contracts Administration
AWD/MOD/SUBK
Added a new workflow process in eRPM to identify Award Modifications and Subawards that need a review based on updates to their prime Award terms, including
- New OCA Specialist workspace lister: SUBKs Awaiting Award Terms Review
- New project workspace message: Award Terms Review Required
- New activity Complete Award Terms Review
- If necessary, the OCA specialist can take action to initiate an Amendment on the subcontract.
Office of Research and Sponsored Projects (ORSP)
PAF
On the Turn Down Proposal activity, a new selection, “Agency Priorities” was added to the reason for sponsor turn down.
Ironclad
- Included a Human Research/Subjects indicator from the PAF/UFA/AWD/CTRF record to Ironclad in support of the “DOJ Bulk Data Regulations Training” for Contracts Officers.
- At the time an Ironclad record is Archived, eRPM will create an Initial Internal ORSP Action Request (IOR) on the same PAF/AWD record from which the IC was initiated, instructing the recipient to initiate the award process for the agreement. It will be assigned to the Coordinator or AMO, as appropriate, and the FE agreement will be an attached document. This enhancement facilitates the hand-offs between the Contracts and Award Management Team, as well as, the Coordinator Teams once agreements are finalized in Ironclad.
Research Information Security Oversight and ORSP
Risk Mitigation on Award
- Added functionality for ORSP and the Research Security Team (RST) to communicate and track requests, responses, reviews, records, and documents related to sponsor-initiated Risk Mitigation (Research Security) requirements and concerns for Awards to match the Risk Mitigation functionality available for PAFs.
- Updated the MOD compliance calculations and Holds to reflect the status of AWD. Reviews will be requested from the AWD - but will hold all MODs.
- Updated the Research Security Home workspace to include new project listers for “AWD/MODs where Review Requested” and “Completed AWD-MOD Reviews”.
